How Run Script with Admin/Elevated rights to get Wallpaper function to play nice

I am seeking to use the Wallpaper function to set the walllpaper (background image) for the desktop, but it just gives me a black desktop. I was told that it would work with .jpg files when run with admin or elevated rights, but so far no dice.

I am just using Ctrl-F7 to run the script.

I can set the wallpaper manually, like this:
Select Start Windows logo Start button > Settings Gear-shaped Settings icon > Personalization > Background, and then select a picture, solid color, or create a slideshow of pictures.

This works but Winbatch does not play nice. >:(
