Title: ftpOpen and upgrade to Windows 10, version 1903

Is it possible that this Windows upgrade could cause my script(s) to start failing - 999 Connection to host failed - on an ftpOpen statement?

I'd test this by uninstalling the Windows upgrade, but corporately, I am not allowed to.

Any insight into what may be happening??

Is it possible? When it comes to Windows feature updates (not sure if you are referring to a regular monthly update or a semi-annual feature update but will assume the latter), all manner of bugginess is possible.  I have never completely resolved a display driver crash issue that started with the 1809 feature update and continued with 1903.  However, whether or not the update is the probable cause of your specific problem is difficult to determine.

You might try using the ftp command prompt command to attempt to connect to your targeted server.  That would at least narrow down the scope of the issue.  You could also check your system's firewall to determine if WinBatch and/or your compiled script have permission to access port 21.
