Hi, I don't think this is a winbatch issue per say, as much as Windows. Still looking for advice.
I changed icon but old icon displays when I copy the newly compiled executable directly to the desktop. If I copy the newly compiled executable to a folder other than the desktop, the new icon comes along. if I send a shortcut to the desktop, the new icon also comes along.

Just a guess but it could be some kind of icon cache problem. Perhaps try running the command 'ie4uinit.exe -ClearIconCache' from the Run dialog and then reboot your system.
