1. What is the correct syintax for IgnoreInput
2. If I run Ignore Input script with a run as a administrator, everything is working as expected. The input is disable but if I run the script as the user rights (not admin) then the input is not disable. Is it a documented feature?

It is a feature of Windows and documented someplace by Microsoft. You need Admin privileges to block input on newer UAC enabled systems. The alternatives include spawning an elevated script to execute the function or creating a scheduled task to execute the function - among other possibilities.
