Enabling Specific Icons In Win 7 Notification Area

I am setting up 450 new laptops.  These laptops are running an Enterprise image which I have no control over. On these laptops I have to be able to show the icon and notifications for two apps that default to being hidden icons at imaging time. I really want an automated way to display these since in some cases multiple users are sharing a single laptop and I want a solution that can be setup whenever any users creates a new profile on the laptop.  I tried playing with the Control Manager functions to no avail.  Does anybody have ideas.  Are there known registry entries that control where a notification area icon is shown?

This registry entry will show all icons for all users. I do not know how to choose pick just a couple of icons to show ....
