I am looking to engage someone for a project who can automate the generation and distribution to several people by e-mail of a set of reports from a browser-based hosted application. The probability of it being a scam are low...

Yeah, I jumped the gun... having received 2 bogus emails with similar offers for 'winbatch programmer'. But if it is legitimate and might benefit Medicare, I'll do their code and compile exes if needed for free.

I should have added that I do not think this is a scam for several reasons. One reason is that this forum uses a very good spam/scam filtering service. Zero bad actors have made it past the filter since it was deployed.
