Windows security/apps & browser control/Smart App Control = ON
Causes WbdZC64i.dll not to be loaded due to a signature violation.
Turning Smart App Control off solves this problem, but removes a security feature.
I did not have this problem until recently. A Windows security update may have turned this option on by default.
